Position Summary

  • The Emergency Management Manager at ECU Health Medical Center is responsible for overseeing and coordinating all emergency management activities, ensuring effective preparedness, response, and recovery across the four phases of disaster management: Mitigation, Preparedness, Response, and Recovery.
  • This role involves developing, implementing, and facilitating comprehensive training programs on emergency management and trauma care for healthcare providers and the public, with a focus on enhancing skills and knowledge for managing emergencies effectively.
  • The Manager will work in close collaboration with the Trauma Outreach Coordinator to integrate trauma care protocols into the broader emergency management framework. 
  • Will also manage and administer the internal emergency management budget, ensuring resources are allocated efficiently to support disaster response needs.
  • Will contribute to the medical center's patient safety and quality improvement efforts, working to identify, implement, and monitor initiatives that enhance care delivery and safety protocols.
  • This position plays a key role in enhancing the medical center's emergency preparedness, resilience, and ability to effectively manage crises, ensuring optimal patient outcomes during both routine and emergency situations.

Responsibilities

The Emergency Management Manager at ECU Health Medical Center is responsible for managing all emergency management activities to ensure the hospital is prepared for disasters and disruptions. This includes developing and overseeing the Emergency Management (EM) program in collaboration with the System Director of Emergency Management, ensuring compliance with The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS) guidelines, and other relevant regulatory standards. 


The position requires leadership of the Emergency Management Committee and active participation in the Environment of Care Committee. The manager will direct emergency response and special event planning with federal, state, and local authorities, and implement and maintain emergency notification systems. Regular testing of communication systems will be conducted to ensure readiness, and collaboration with the Eastern Healthcare Preparedness Coalition (EHPC) will ensure that regional disaster plans are updated and validated.

The Emergency Management Manager ensures the availability and proper management of emergency supplies, equipment, and staffing to support hospital operations during disasters. The role also involves developing strategies to maintain critical clinical and operational functions, including triage, patient care, and communications, during emergency events. Additionally, the manager will assist with emergency management activities for the broader healthcare system as needed.

This role is responsible for managing and conducting training programs on emergency management and trauma care for hospital providers and the public. The manager will ensure hospital staff are trained in the Hospital Incident Command System (HICS) and promote emergency management education across various levels, including hospital, professional communities, and the public. Public and media outreach related to disaster preparedness will also be part of the role.

The position requires collaboration with multiple departments, including Business Continuity and Disaster Recovery, as well as ECU Health Police to implement safety and security measures, such as facility lockdowns and crowd control. The manager will work with medical leadership to establish a framework for the allocation of limited medical resources during crises and will attend key preparedness meetings, ensuring hospital emergency plans align with community-wide efforts.

Minimum Requirements

  • Bachelor's degree in Business/Healthcare/Nursing, Safety, Emergency Management or Emergency Services or higher.
  • 5 years of emergency management, nursing or paramedic experience.
  • Registered Nurse or EMT-Paramedic required.
  • Excellent communication and interpersonal skills that promotes and model professionalism while upholding the mission and values of ECU Health. 
  • ICS 100, 200, 300, 400, 700, 800 required (if not, must be obtained within six months of employment)
  • All Hazards Incident Management Team Course (O-305) required (if not, must be obtained within twelve months of employment)
  • Master's Degree preferred 
  • Emergency Management exercise experience preferred
  • Experience with Hospital Incident Command System (ICS) 
  • Teaching experience in hospital/prehospital and emergency management preferred 
  • Proficiency in MS Office 365, TEAMS, and ability to create effective presentations preferred.
