Position Summary

This role is responsible for the management of key organizational program and projects throughout the project life cycle by following ECU Health's Project Management Framework.

Management of organizational projects ranging from large projects to programs and moderate to complex initiatives, The projects and programs will be managed utilizing the PM framework and methodology (Waterfall, Agile & Hybrid) guidelines to deliver initiatives on schedule and on budget while meeting the needs of the project sponsor units.

Projects will be cross-functional in nature, requiring participation across multiple business units; often times requiring long distance staffing engagement and vendors to accomplish the assigned project/program goals.

The role will be responsible for working with key organizational leaders to develop and manage 1+ operating model function roadmaps monitoring demand against resource capacity. Coordinates with Portfolio Director and organizational leaders for overall sequencing of projects being introduced into the portfolio.

Responsible for developing, managing and monitoring an integrated master schedule for high complex programs with multiple projects.

Responsible for creating and managing program budgets as applicable.

Responsible for managing issues, risks, decisions and assumptions.

Monitors value add / benefits realization of program.

Can assume responsibility for leading other Project Managers as direct reports driving the execution of the portfolio and program roadmaps at leadership discretion of readiness.

Leads the development of the overall approach for the program, its major time frames and the definition of its major deliverables to address and meet the desired goals and outcomes.

Establishes and ensures appropriate governance functions for the program, in accordance with enterprise policies and practices, on behalf of the executive sponsor or senior responsible owner.

Oversees the execution of program projects, their progress compared with the plan and the production of agreed deliverables.

Monitors and coordinates dependencies across the projects in the program, and resolves conflicts.

Directs or approves the establishment of a framework or guidelines for the use of contractors and professional service providers, and determines their use across the program.

Responsibilities

Leads the development of the overall approach for the program, its major time frames and the definition of its major deliverables to address and meet the desired goals and outcomes.

Partners with the executive sponsor to communicate program goals, objectives and potential outcomes.

Leads regular interactions with the executive sponsor to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the program outcome.

Establishes and ensures appropriate governance functions for the program, in accordance with enterprise policies and practices, on behalf of the executive sponsor or senior responsible owner.

Directs the creation and maintenance of the required program documentation and artifacts.

Develops and controls the program budget, and manages expenditure within agreed spending plans.

Ensures and balances the availability of the required skills and competencies across project teams within the program.

Leads reviews with the executive sponsor and stakeholders to identify organic or specific program needs and changes, and directs the development of appropriate approaches to address.

Leads the development and maintenance of stakeholder mapping, communications and reporting.

Acts as an advisor, and builds and maintains relationships across the wider stakeholder community.

Oversees the execution of program projects, their progress compared with the plan and the production of agreed deliverables.

Supports and facilitates agenda setting for program committee/board meetings.
Demonstrates a commitment to customer service by providing responsive and effective support, developing solid working relationships with end user customers, and delivering high quality, value-added services that exceed customer expectations.

Manages day-to-day support of the defined programs to consistently perform at or better than defined service level commitments. Performs root cause analysis (SBAR) to identify opportunities to prevent future occurrences.

Demonstrates a commitment to the effective utilization of human and financial resources by developing and monitoring capital and operating budgets and a multi-year financial plan to support the Strategic Plan.

Identifies opportunities to leverage economies of scale and drive efficiencies to manage overall operating costs balancing business requirements with ECU Health financial targets.

Develops a total cost of ownership (TCO) for all new and replacement programs securing business commitment to the one-time and on-going costs and identifying budgetary implications in the current and future fiscal years.
Demonstrates commitment by promoting and adhering to the ECU Health Code of Conduct, which includes the objectives of ECU Health's compliance program, policies and procedures and ethical business practices. Promotes open, effective, and ongoing communication and the sharing of information among team members, and sets the expectation that matters of concern get reported immediately.

Minimum Requirements

High school diploma (or equivalent) or higher

10+ years of professional Project/Program Management experience in an environment with a formal methodology using an industry recognized framework.

Healthcare industry and Program Management experience

PMP Certification
