Position Summary
This position oversees the day-to-day health of the enterprise network infrastructure, with a focus on assuring network stability, capacity and organizational productivity and exceptional patient care. Collaborating with directors and other managers across IS, coordinates a cross functional IS team in the delivery of Network Engineering and services. This role has responsibility for staffing strategy, development, and management of multiple engineers, project leaders and technical staff.
This position reports to the Director, Information Security and Network Engineering.
Responsibilities
Demonstrates a commitment to supporting the business needs of the organization by collaborating with stakeholders in the selection and implementation of new technologies and adaptation of existing systems
Manages a team in the selection and implementation of new data network technologies and adaptation of existing systems, based on the current strategy and roadmap.
Accountable for all aspects of an organizations network systems including software and hardware. Recommends, implements, and maintains network architectures (LAN and WAN).
Continues to research and identify a variety of the fields concepts, practices, and procedures.
Create, develop, and implement policies & procedures for standardizing network work activities.
Responsible for maintaining inventory, drawings, and other documentation to represent the network area.
Identify, process, and procure equipment and services.
Oversee contractors and consultants to insure adherence to contracts and ECU Health policies. Responsible to use extensive experience and judgment to plan and accomplish goals.
Responsible for all wired and wireless architectures and delivery across ECU Health.
Provides infrastructure and capabilities to support secure, compliant any device access to applications. Implements the appropriate network connectivity, both to internal data centers and co-location data centers. Manages & coordinates with outside vendors in the selection of products and services.
Provides plans, forecasts, explains, justifies & seeks approval from the Director of Information Security and Network Engineering for infrastructure technology projects.
Provides plans, develops, monitors and implements infrastructure projects utilizing established collaborative project execution methods.
Ensures that recoverability is a required component of all production infrastructure.
Collaborates with Director of Information Security and Network Engineering to ensure all solutions meet security and compliance requirements.
Works with the Director of Information Security and Network Engineering by participating and consulting with business operating units to identify the IS implications of their strategic and operating plans. Identify and recommend opportunities to leverage existing systems and/or new and emerging technologies where appropriate.
Working with the Director of Information Security and Network Engineering, helps develop and manage a multi-year roadmap for Network Engineering that is inclusive of system upgrades, enhancements, and implementation activities that address ECU Health business plans, vendor product developments and support requirements and helps ensure it fits in with other teams roadmaps.
Working with End User Services, helps develop and manage a multi-year roadmap for Tele-Health and Video- Conferencing that is inclusive of system upgrades, enhancements, and implementation activities that address ECU Health business plans, vendor product developments and support requirements.
Contributes to the on-going development of ECU Health's IS project management methodology
Promotes the philosophical direction of ECU Health's IS in the adoption of IT Service Management (ITSM) by managing team compliance with IS governance and ITSM processes and ensuring ITSM subject matter expertise within the team
Applies rigorous testing and quality assurance techniques to all system changes and strictly adheres to Change Control processes.
Participates in the development and annual testing of ECU Health's disaster recovery plan to ensure the plans are current and effective.
Demonstrates a commitment to customer service by providing responsive and effective support, developing solid working relationships with end user customers and other Information Services staff, and delivering high quality, value-added services that exceed customer expectations.
Minimize time to deliver and Anticipates service requirements and prepares plans to deliver just-in-time infrastructure services prior to the services being requested.
Collaborates with development & customer services teams to determine technology infrastructure requirements and translate requirements into the definition of a technical architecture.
Ensures a smooth transition from implementation to production and on-going operational support.

Minimum Requirements
Five to seven years related experience
Two or more certifications in related technologies
Bachelor's Degree or higher.
