Position Summary

Performs Department management duties. Organize, direct and supervise the daily activities of payroll including schedules, deadlines and checks. Offers expertise and direction in Information Systems Task Force Meetings for the purpose of establishing and monitoring internal controls for system upgrades as needed. Instructs leaders on the proper procedures necessary for paying their employees. Responsible for advising Payroll Analyst of the implementation of new policies and procedures and the existing overall policies and procedures of the Hospital. Interview, hire and supervise the Payroll Coordinators in the training of new payroll team members. Coordinates and performs the internal audits and retrieval of necessary information for external audits of payroll activity. Compose biweekly report for leaders and other finance departments from data received from Payroll Analyst.

Responsibilities

Performs department management duties: Payroll Manager directs other payroll team members and delegates, instructs, reviews and evaluates their activities on a daily basis; responsible for projecting supplies, salaries and FTEs required for department during the budgeting process. Assist with implementation, training, upgrade, and testing to PeopleSoft, Kronos, Remote Worker, tax updates, etc. projects on a continuous basis. Maintain a series of articles and updates in AskPhin on payroll frequently asked questions and processes. Complete and process the IRS, State and Department of Commerce reporting for the Organization on a quarterly frequency. Process Sign On, Relocation, Commitment, and Certification Bonuses on a biweekly basis.
Supervises and directs the preparation of payroll schedules and checks: Payroll Manager disseminates daily assignments to department team members to complete the bi-weekly payroll process; delegates the coordination of activity with other departments to ensure checks are issued in a timely manner; directs the processing, issuance and control of all paychecks/direct deposit for entire System; oversees that all changes in employee status are noted properly and appropriate withholding deductions are made; gives approval to void or reissue payroll checks; supervises appropriate adjustments; reviews and approves bi-weekly payroll relating to these functions prepared by payroll analyst; processes and reviews annual activity relating to W-2 (electronic as well as manual) forms, annual reporting to Social Security Administration, All Department of Revenue reporting for every state the Organization has a team member working from, and other annual activities such as achievement bonus programs, executive bonus program, etc.
Attend meetings of the Information Systems Task Force, Workforce Management, Human Resources, etc. to offer expertise and knowledge concerning the payroll and time and attendance system currently in use.
On a daily basis, inquiries are made by department and unit heads.

Instructions are given concerning the proper procedures to be used to pay their employees, (ex., weekend options, seven-on and seven-off, homegrown program, incentive, special assignment, and supplemental pool).
Responsible for interpretation of overall System policies and procedures and staying abreast of changes.

Establish criteria for implementation of same within the Payroll Department.
Based on judgment, select the specific Payroll Coordinator deemed appropriate for the training of particular levels of knowledge and skills necessary for newly hired Payroll Analyst.
Supervises and performs internal audits and retrieves information for external audits of payroll activity.

Performs internal audits throughout the year on a structured basis and gives written follow-up as well as makes recommendations to Asst. Controller/Controller.

Responsible for submitting records and cancelled payroll checks for the annual external audit on request.
From information gathered by Payroll Analyst and Payroll Coordinators, compose biweekly report which outlines statistical information which include: payroll summary, bi-weekly earnings report, bi-weekly payroll gross, all taxes, deductions and net dollars for manual checks and direct deposits for the Organization.

Payroll analysis is completed for all ECU Health entities biweekly payrolls which outlines total hours, FTEs; average hourly rate; regular pay; overtime pay; and breakdown of other pay.

Minimum Requirements

Associate Degree, or higher, in Accounting or Business is required.

5 years or more of payroll experience required.

Proficiency in Microsoft Word and Excel required.

Excellent interactive, communication, and people skills.
