Position Summary

This role will be responsible for overall resource management for the Information Services (IS) division across projects, production support and operational activities. The position will be responsible for providing support to the IS Planning function that aligns with the Information Services objectives and strategic goals for the division, supporting the overall organization's strategic goals. The position requires the candidate to have extensive experience in various areas of the organization, with the skill necessary to provide leadership, project and planning support for the Strategic Planning team. The position will provide consultative and advisory support to leadership in the division. This position performs duties related to collecting, managing, analyzing and reporting of data and information for the purposes of benchmarking, opportunity evaluation, process improvement, and planning and performance evaluation for new and existing projects, programs, and services.

Responsibilities

1. Resource and Demand Management: Lead the IS integrated resource planning process to create resource management metrics and tracking, and alignment to near-term and long-term business priorities.

a. Coordinate and track overall IS project portfolio, IS nonproduction support work, ensuring adequate integration, program management, planning, and enterprise reporting of project portfolio efforts.

b. IS strategic and project portfolio planning: Develop and deliver reports at a divisional level on staff resource demand/capacity; develop materials and analyze information related to IS sponsored and supported projects as part of enterprise business planning process.

c. Establish standard project scorecards for monitoring progress of project plans by all teams/areas, identifying areas for opportunities and significant risk.

d. Works with IS Leadership Team and all levels of leadership in the organization on resource planning and guidance for the organization's near-term and long-term capacity planning, productivity and operational analysis and reporting.

e. Responsible for developing the Resource Management Life Cycle for the division, including delivery, execution and support of the life cycle.

f. Establish resource management standards for Information Services.

g. Provide supervisors, managers and executive leadership with periodic status updates of overall resource mix, over-allocations and under-allocations.

h. Develops documentation, presentations, and discussions that represent, explain, justify, and defend resource requirements.

i. Create training materials and facilitate resource planning training to project and resource managers on Resource Management tools.

j. Identify and resolve data discrepancies uncovered in monthly reporting through monitoring project plans and resource management practices.

k. Performs resource demand analysis and scenario comparisons to evaluate demand for resources, which must be weighed against capacity to determine if additional resources are required to meet demand, and if required, what types of resources are needed.

l. Define and develop metrics to accurately reflect the status of resource planning and scheduling.

m. Develop report criteria and other artifacts to communicate information appropriately to a wide variety of stakeholders and levels of management -- Project Dashboard, IS Key Performance indicators, etc.

n. Collect resource information and compare it with historical data to develop or update current and future component or group resource requirements.

o. Function as expert in Resource Management in PPM tool for the IS division. Makes recommendations for upgrades and enhancements to these tools supporting the Planning and Resource Management team's overall goals and objectives. Serves as product owner of Resource Management function within PPM tool.

p. Serves as a mentor/coach to other team members on resource analytical or data analysis requests.


2. Planning: Responsibilities include continuous refinement to resource management demand/capacity planning and governance for all nonproduction Information Services work. Implementation of existing framework to ensure IS resources are aligned to support the overall ECU Health key strategic initiatives in meeting their goals and objectives.

a. Assist with managing the annual project planning and exception process, with primary focus and leadership role on resource management and resource allocations.

b. Develops recommendation on project sequencing and review of projects being introduced in the IS portfolio based on resource demand and capacity scenarios.

c. Takes leadership role in the IS planning methodology, monthly/annual planning sessions, ongoing monitoring for the IS division's project portfolio planning.

d. Works closely with IS Leadership to ensure alignment of resources across the division focused on priority goals and strategic objectives for the IS division, supporting the overall goals and strategic objectives for ECU Health.


3. Budget Management. Leads the IS operating and capital budget processes.

a. Responsible for accurate creation of all enterprise projects appropriately, for tracking against capital and non-capital expenditures, tracking FTE values for capitalization against capital budget allocations.

b. Responsible for reporting requirements and tracking of FTE values against projects in support of contractual obligations and future projections.

c. Responsible for the creation and on-going management of the IS capital plan.

d. Responsible for ensuring alignment of capital and operating expense to strategic roadmaps and integrated annual project plans.

Financial Management. Demonstrates a commitment to the effective utilization of IS human and financial resources by developing and monitoring capital and operating budgets and a multi-year financial plan to support the IS Strategic Plan.

Identifies opportunities to leverage economies of scale and drive efficiencies to manage overall operating costs balancing business requirements with ECU Health financial targets.

Develops a total cost of ownership (TCO) for all new and replacement systems securing business commitment to the one-time and on-going costs and identifying budgetary implications in the current and future fiscal years.

Universal Criteria. Demonstrates commitment by promoting and adhering to the ECU Health Code of Conduct, which includes the objectives of ECU Health's compliance program, policies and procedures and ethical business practices. Minimum Requirements

Master's/Bachelor's degree- or higher- in business, healthcare administration, computer technology, information management or related field strongly desired.

At least three years of experience in resource planning (project and budget), strategy development and execution.

At least three years of experience in an IS leadership/management with a strong operational background and proven track record of accomplishments in Information Services within a large, complex, multi-location organization.
